A new wave of mobilization has started to be discussed in Russia, and deputies may call for it immediately after the September elections.
Modern.az reports, citing Russian media, that according to sources in the parliament, this time the deputies of the State Duma will act as the initiators of the mobilization. The source stated that, "after the September elections, at the first meeting of the new Duma, several deputies should address Putin from the parliamentary rostrum and declare the necessity of a new mobilization."
Previously, in September 2022, when Putin announced mobilization, he referred to the proposal of the Ministry of Defense.

Last week, mass raids were carried out in the city and region of Penza - policemen detained people on the streets and took them to military commissariats, where they were forced to sign contracts by persuasion, threats, and even violence, and sent to war.
A staff officer of a military unit located in one of the regions of Russia stated that although an official document or instruction has not yet arrived from Moscow, this topic is constantly being discussed:
"Our military unit commander is completely confident that there will be mobilization. The question here is not "will it happen or not", but "when will it happen". Information about a constant shortage of personnel comes from the front, and the quality of volunteers is getting worse and worse. The mood of the rear command is accordingly: prepare, it will happen."
According to military correspondents' reports on the shortage of manpower at the front, the flow of volunteers in the spring of 2026 (compared to the spring of 2025) decreased by 30%. Zelensky stated that the Russian Armed Forces were losing 30,000 people per month, and the task was set to increase this number to 50,000. The International Institute for Strategic Studies claims that since December 2025, Russia's losses have exceeded the army's supply of new forces. Sources of "The Washington Post" note that if losses remain at this level, Putin will be forced to announce a second wave of mobilization in the autumn.
