Armenian people voted for peace with Azerbaijan - DEPUTIES

The preliminary results of the election held in Armenia on June 7 have been announced. The "Civil Contract" Party, chaired by Armenian Prime Minister Nikol Pashinyan, won by collecting 49.81% of the votes. Thus, Pashinyan's party won 64 mandates.

In his first statements after the election, the Armenian Prime Minister noted that peace with Azerbaijan should be institutionalized. Along with this, he also gave positive messages regarding TRIPP.

It seems that Azerbaijan and Armenia are one step away from a historic moment - peace.

In his statement to Modern.az, Rasim Musabayov, a member of the International Relations and Interparliamentary Relations Committee of the Milli Majlis, stated that the support given by the Armenian people to Nikol Pashinyan should also be considered as support for the peace agenda:

"Pashinyan has already stated that he intends to sign the initialed peace agreement. At the same time, he also demonstrates a position towards establishing diplomatic relations with Turkey and opening borders. Azerbaijan can also take steps in this direction. We wanted to see the will for peace not only from Pashinyan but also from the Armenian people. By supporting Pashinyan, the Armenian people also supported his peace program. I believe that signing a peace agreement is possible."

The deputy noted that after the signing of the peace agreement, the ratification of the document can be linked to the process of amending the Armenian Constitution:

"Simply, the ratification of the document in parliament can be postponed for a certain period so that changes can be made to the Armenian Constitution. Russia wants Pashinyan to hold a referendum, but Pashinyan himself is not very keen on the referendum option. In the new Constitution, instead of referring to the previous Declaration of Independence, he can reflect Armenia's European-oriented development course and its intention to integrate with Europe. This would send a message to Moscow and also meet Azerbaijan's expectations regarding the elimination of the reference to the Declaration of Independence."

R. Musabayov believes that reflecting the European choice in the Constitution can also create some support within the opposition: "In any case, as long as Pashinyan, who shows readiness for peace and no longer turns the Karabakh issue into a political tool as before, remains in power, the peace agreement and interstate normalization must be ensured."

According to Rizvan Nabiyev, a member of the International Relations and Interparliamentary Relations Committee of the Milli Majlis and Doctor of Political Sciences, the results of the parliamentary elections held in Armenia are clear evidence that the new geopolitical realities formed in the region after the Karabakh Victory are already seriously affecting the political choices of Armenian society:

"The decisive political factor of these elections was the regional security and peace agenda formed by President Ilham Aliyev. In general, one of the main points determining the election results is Azerbaijan's successful military-political and diplomatic strategy implemented in recent years. If the President of Azerbaijan had not decisively ended the occupation, if a new regional reality based on international law had not been formed, it would not have been possible for the Armenian political elite to accept principles such as peace, inviolability of borders, and mutual recognition of territorial integrity as priorities today. From this point of view, an important factor determining the election results was President Ilham Aliyev's strategic policy and the practical content he gave to the peace agenda with Armenia. It is clear that the majority of Armenian society is beginning to draw conclusions from the events and understands more clearly that peace with Azerbaijan is without alternative. It should be emphasized that despite being the victorious side after the 44-day Patriotic War, it was Azerbaijan that proposed peace talks and put forward basic principles based on international law for this. In the subsequent stage, President Ilham Aliyev's policy also had a significant impact on the Pashinyan government's peace agenda being accompanied by practical steps. Especially after the Washington Peace Summit in 2025, the intensification of discussions towards ensuring stability and security on the border of the two countries, eliminating transport and communication restrictions in the region, the prospect of creating transit opportunities for Armenia, expanding economic and humanitarian contacts, promoting dialogue between civil society institutions, and weakening mutual aggressive rhetoric gave additional dynamism to the peace process."

According to the deputy, the main task facing Armenia after the election is to take the necessary steps to form the legal basis and institutional foundations of a real and irreversible peace:

"One of the first steps to be taken is the complete abolition of all separatist institutions, structures, and remnants operating in connection with Karabakh inside and outside Armenia. Armenia must ensure the closure of the so-called 'Karabakh representations' operating in various countries. In the short term, the adoption of a new Constitution and the legal and political termination of territorial claims against Azerbaijan is an important condition. Only in this case can the legal basis for lasting peace and security in the region be fully formed. As a result of all these steps, the signing of a peace agreement between Azerbaijan and Armenia and the advancement of the process of normalizing interstate relations are of decisive importance for the future development of the entire region."

Aydın Mirzazade, a member of the Milli Majlis Defense, Security and Anti-Corruption Committee, stated that Armenian society has been forced to accept the reality of Azerbaijan after 2020:

"For many years, that society was under the influence of fascist ideology. Just as German society was freed from fascism, Armenian society also needed this. The last elections showed that claims and a war mood against neighboring states cannot win. This was also the victory of our President's policy in the South Caucasus. It was the victory of Armenia's line of establishing good relations with Azerbaijan."

The deputy emphasized that after the election, the Armenian government must now consolidate this result on a real level:

"Territorial claims against Azerbaijan must be removed from the Constitution. Steps must be taken towards establishing good neighborly relations with Azerbaijan and Turkey. Fascism must not be allowed to rise in Armenia. Mutual cooperation and respect for each other must be the basis of today and tomorrow."
