US-Iran memorandum FULL TEXT

The US administration has published the official text of the memorandum of understanding reached with Iran over the weekend.

Modern.az reports that CNN television channel has released information about this. It was stated that a high-ranking representative of the US administration presented the 14-article document to the public. The document included provisions on the opening of the Strait of Hormuz, the easing of some financial restrictions against Iran, future technical talks on Iran's nuclear program, and the drafting of a final agreement.

The full text is given below:

“Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran”

The United States of America and the Islamic Republic of Iran on [date] have jointly and in good faith agreed to the following:

1. The United States of America, the Islamic Republic of Iran, and their allies in the ongoing war sign this memorandum of understanding with the aim of declaring an immediate and permanent cessation of military operations on all fronts, including in Lebanon, and from that moment onwards undertake not to initiate any war or military operations against each other, to refrain from the use or threat of force against each other, and to ensure the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent cessation of the war on all fronts, including in Lebanon, and other provisions of this article.

2. The United States of America and the Islamic Republic of Iran undertake to respect each other's sovereignty and territorial integrity, as well as not to interfere in each other's internal affairs.

3. The United States of America and the Islamic Republic of Iran undertake to negotiate and reach a final agreement within a maximum of 60 days, with the possibility of extension by mutual consent.

4. Immediately upon the signing of this memorandum, the United States of America will begin to lift the naval blockade and all obstacles imposed against the Islamic Republic of Iran and will fully cease the naval blockade within 30 days. During this period, ship traffic will be normalized in accordance with pre-war levels to be restored by the Islamic Republic of Iran. The United States of America also undertakes to withdraw its forces from the vicinity of the Islamic Republic of Iran within 30 days after the conclusion of the final agreement.

5. After the signing of this memorandum, the Islamic Republic of Iran will endeavor to ensure the safe and unimpeded passage of merchant vessels from the Persian Gulf to the Gulf of Oman and vice versa within 60 days. The movement of merchant vessels will begin immediately and will be fully implemented within 30 days, taking into account the removal of technical and military obstacles, as well as mine clearance by the Islamic Republic of Iran. The Islamic Republic of Iran will consult with the Sultanate of Oman and other littoral states regarding the future management of the Strait of Hormuz and maritime services in accordance with international law and the sovereign rights of the littoral states of the strait.

6. The United States of America, together with regional partners, undertakes to develop a final agreed plan for the reconstruction and economic development of the Islamic Republic of Iran, amounting to a minimum of 300 billion US dollars. The mechanism for the implementation of this plan will be agreed upon within 60 days within the framework of the final agreement. All necessary licenses, exceptions, and permits for relevant financial operations will be provided by the United States of America.

7. The United States of America undertakes to lift all types of sanctions against the Islamic Republic of Iran, including UN Security Council resolutions, decisions of the Board of Governors of the International Atomic Energy Agency, and all US primary and secondary unilateral sanctions, according to an agreed schedule within the framework of the final agreement. The Islamic Republic of Iran and the United States of America acknowledge the crucial importance of lifting sanctions and state their intention to immediately consider this issue during negotiations.

8. The Islamic Republic of Iran affirms that it will not acquire or develop nuclear weapons. The United States of America and the Islamic Republic of Iran have agreed to resolve the fate of enriched material stockpiles in accordance with a mutually agreed mechanism. As a minimum methodology, the in-country dilution of these materials under the supervision of the International Atomic Energy Agency is envisaged. The parties have also agreed to discuss enrichment and other issues related to Iran's nuclear needs within the framework of the final agreement.

9. Until the final agreement is concluded, the United States of America and the Islamic Republic of Iran will maintain the existing situation. Iran will maintain the current state of its nuclear program, while the US will not impose new sanctions and will not deploy additional forces to the region.

10. Immediately after the signing of the memorandum and until sanctions are fully lifted, the United States of America will provide the necessary permits from the US Department of the Treasury for the export of Iranian crude oil, petroleum products, and derivatives. These permits will cover banking operations, insurance, transportation, and all related services.

11. After the implementation of the memorandum, the United States of America undertakes to place frozen or restricted Iranian funds and assets at the full disposal of the Islamic Republic of Iran. The US and Iran will mutually agree on the procedures for the release of these funds during negotiations. These funds will be fully accessible for use by any ultimate beneficiary designated by the Central Bank of Iran. The US undertakes to provide all necessary licenses and permits.

12. The United States of America and the Islamic Republic of Iran agree to establish an implementation mechanism to monitor the implementation of this memorandum and the fulfillment of the future final agreement.

13. After the signing of this memorandum and provided that the implementation of articles 1, 4, 5, 10, and 11 begins and continues, the United States of America and the Islamic Republic of Iran will begin negotiations on the final agreement only on the remaining articles.

14. The final agreement will be approved by a binding resolution of the UN Security Council.”

It should be noted that the memorandum is expected to be officially signed on Friday. After that, the parties will begin a 60-day negotiation phase to draft the final agreement.
