Under the leadership of Mr. Ilham Aliyev, President of the Republic of Azerbaijan, the resettlement process carried out within the framework of the Great Return program to the liberated territories was implemented consistently and systematically throughout 2025.
Information on this was provided by the State Committee for Affairs of Refugees and Internally Displaced Persons in response to an inquiry from Modern.az.
To date, the resettlement of citizens has been ensured to a total of 32 settlements – 7 cities, 22 villages, and 3 towns. The settlements where resettlement was carried out include the cities of Jabrayil, Shusha, Khojaly, Lachin, Fuzuli, Kalbajar, and Aghdam; Horovlu village of Jabrayil district; Sarijali, Kangarli, and Khidirli villages of Aghdam district; Ballija, Khanyurdu, Tazabina, Seyidbeyli, Badara, Shushakand, and Dashbulag villages of Khojaly district; Talish, Hasanriz, Sugovushan, Kolatagh, and Vangli villages of Aghdara district; Zabukh, Sus, and Beylik villages of Lachin district; Sos village, Girmizi Bazar and Hadrut towns of Khojavand district; and Aghali and Mammadbəyli villages of Zangilan district.
At the same time, the resettlement process also covered Karkijahan settlement of Khankendi city.
