Housing and status issues of internally displaced persons are being revised

It is proposed that residential areas provided to internally displaced persons (IDPs) settling in the liberated territories be transferred to their ownership, and that those who refuse to return to their previous places of residence lose their IDP status.

Modern.az reports that the issue was reflected in the proposed amendments to the Housing Code of the Republic of Azerbaijan, the Law "On the Status of Refugees and Internally Displaced Persons (Displaced Persons within the Country)" and the Law "On Social Protection of Internally Displaced Persons and Persons Equated to Them", which were discussed today at a joint meeting of the Milli Majlis' Committees on Labor and Social Policy, Human Rights, and Legal Policy and State Building.

Thus, according to the project, residential areas of the permanent settlement fund in the liberated territories will be included in the special-purpose housing fund, and the relocation of IDPs to these residential areas, as well as their subsequent transfer to their ownership, is envisaged.

According to the amendments, these residential areas can be privatized, but renting and subletting will not be allowed. At the same time, the procedure for transferring residential areas to ownership will be regulated by the p determined by the relevant executive authority.

The draft law also states that persons who refuse to return to their previous place of residence or another place of residence determined in that region will lose their IDP status.
