Diplomats will be given a one-time payment equal to 6 times the amount calculated based on their average monthly salary received in either the last 24 months or any consecutive 60 months when retiring.

Modern.az reports that the issue was reflected in the draft law “On Diplomatic Service” discussed at today's meeting of the Milli Majlis Committee on International Relations and Interparliamentary Relations.

According to the draft, the structure of the state salary of diplomatic service employees is redefined. Thus, the salary will include a monthly position salary, an additional payment for diplomatic rank, an additional payment for representation, as well as payment for overtime work. In addition, the application of allowances related to the severity of working conditions and climatic conditions is also envisaged.

According to the changes, the monthly position salaries and allowances of diplomatic service employees will be formed in accordance with the conditions specified in Article 33-4 of the Law “On Civil Service”. The remuneration of employees working in positions where service activities are evaluated will be determined taking into account diplomatic service experience and performance results.

The draft states that the monthly salary of persons temporarily working in a diplomatic position until the completion of the diplomatic service admission process will be determined at 50 percent of the salary for the first payment step of that position.

The draft law also changes the provisions regarding persons leaving the diplomatic service due to reaching retirement age. Thus, an employee of a diplomatic service p will be given a one-time payment equal to 6 times the average monthly state salary for the last 24 months or any consecutive 60 months in the diplomatic service. Taxes, mandatory state social insurance contributions, and other mandatory payments will be deducted from this amount.

At the same time, in cases where diplomatic service is terminated due to conscription for fixed-term active military or alternative service, the employee is expected to be paid a benefit equal to 3 times the average monthly state salary. The appointment of persons returning from military service and applying within 60 days to their previous position or an analogous position is also reflected in the draft.

The list of periods to be included in diplomatic service experience is also expanded in the changes. This includes the period of forced absence from work, the period of temporary loss of working capacity, paid social leaves, the period of activity in international organizations, and the years of service of heads of state bodies.

According to the draft law, the changes are expected to be applied from January 1, 2026.
