A legal framework is being formed for the establishment of air communication between Azerbaijan and Mongolia.
According to Modern.az, the issue was discussed at today's meeting of the Milli Majlis Committee on International Relations and Interparliamentary Relations.
The committee reviewed the draft law on the approval of the “Agreement on Air Communication between the Government of the Republic of Azerbaijan and the Government of Mongolia”.
The agreement was signed on May 6, 2026, in Leipzig, Germany.
According to the document, airlines designated by Azerbaijan will be able to operate flights from Baku, Ganja, Nakhchivan, Lankaran, Gabala, and Zagatala to Ulaanbaatar, Khovd, and Choibalsan in Mongolia.
Mongolian airlines will also gain the right to fly from those cities to the six cities in Azerbaijan specified in the agreement.
Each party will be able to designate one or more airlines to operate flights on the agreed routes. Airlines will also be allowed to enter into code-sharing and block-space agreements.
Flight programs for summer and winter seasons will be submitted to the aviation authority of the other party at least 45 days before the start of flights. The relevant authority must make its decision regarding the program within 20 days.
The agreement provides for the determination of air ticket prices at a justified level, the protection of passengers from artificially inflated fares, and airlines from prices lowered at the expense of state subsidies.
In addition, aircraft used on international flights, their fuel and lubricants, spare parts, and onboard supplies will be exempt from customs duties and taxes under certain conditions.
The document will enter into force on the date of receipt of the last written notification confirming the completion of interstate procedures by the parties.
