Modern.az reports that Russian Foreign Minister Sergey Lavrov stated this.
"Western states, which declared war on us with the hands and forces of the Nazi regime in Kyiv, have hoped for many years that we would come to them and negotiate. We will not go to them to negotiate!" - Lavrov emphasized.
