It is difficult to say whether a peace treaty will be signed between Azerbaijan and Armenia by the end of this year.
Modern.az reports that this was stated by former Minister of Foreign Affairs of Azerbaijan Tofig Zulfugarov at a round table organized by the Media Development Agency on the topic "President Ilham Aliyev's peace strategy is a guarantor of stability".
T. Zulfugarov believes that after the parliamentary elections, both Azerbaijan and other parties expect a referendum to be held in Armenia.
"This will not be an easy or pleasant process for Pashinyan. Because it is possible to make changes to the constitution precisely through a referendum. In any case, if we approach the issue positively, there are at least three months left until the referendum, and I don't believe it will happen immediately."
The former foreign minister also drew attention to some ideas voiced by the head of state in Zangilan:
"Mr. President specifically emphasized that Azerbaijan is the initiator of the peace agenda, and one of the main points of this initiative is for Armenia to fulfill its obligations, that is, its "homework", undertaken in Washington. This is the main issue. The ideas voiced in Zangilan once again confirmed this. I believe that if Pashinyan can demonstrate political will, he may go the way of a referendum. Otherwise, the signing of a peace agreement is not expected in the near future. Azerbaijan, however, is not backing down from its position on this issue and insists on the principles it has voiced so far," he concluded.
