Vahid Alekperov, a Russian businessman of Azerbaijani origin, founder and main shareholder of "LUKOIL" company, announced that the company's oil refineries will be restored in a short time.
Modern.az reminds that the businessman noted that all possible measures are being taken to restore the operation of the plants damaged as a result of Ukrainian drone attacks.
The head of "LUKOIL" noted that usually 2-3 weeks are enough to return the plants to their previous operating mode. His statement came after Russian President Vladimir Putin signed a new decree regarding enterprises subjected to drone attacks.
According to the decree, critical infrastructure facilities may be transferred to temporary state management in certain cases. This may be due to the failure or delay in taking necessary measures to ensure the security of the enterprise, violation of security requirements, inefficiency of measures to prevent drone attacks, as well as untimely restoration of damaged facilities.
Thus, the untimely restoration of damaged oil refineries creates the risk of their transfer to state control.
Russian First Deputy Prime Minister Denis Manturov also announced that the authorities have determined a list of companies whose responsibility will be considered within the framework of Putin's decree. He did not disclose the names of the companies and stated that specific measures will be discussed in private. According to information, the list includes a total of 167 enterprises and facilities. The list is kept confidential.
Against this background, questions arose about whether the plants of Vahid Alekperov's "LUKOIL" company could also come under state control. However, it has not yet been officially announced whether the company is on that list.
It should be noted that attacks by Ukrainian drones on oil refineries in Russia have intensified in recent months. "LUKOIL"'s Nizhny Novgorod, Perm and Volgograd oil refineries also experienced interruptions in their operations as a result of the attacks. In total, it is reported that Ukrainian drones have carried out more than 70 attacks on Russian oil refineries since the beginning of 2026. As a result, the volume of oil refining in the country has fallen to one of the lowest levels in recent years.
Vladimir Putin said in early September that the restoration of approximately 10 percent of the oil refineries damaged by Ukrainian drones has not yet been completed.
