The preliminary indicators of Azerbaijan's 2027 state budget have been announced. According to preliminary forecasts, next year the country's state budget revenues and expenditures will be at a high level.
Modern.az reports that, according to the preliminary indicators announced by the Ministry of Finance, in 2027, state budget revenues will amount to 39 billion 234 million manats, and expenditures will be 42 billion 400 million manats.
Thus, state budget expenditures in nominal terms will reach the highest indicator in the history of Azerbaijan. State budget expenditures for 2027 are expected to increase by 696.4 million manats or 1.7 percent compared to the approved forecast for 2026, and by 3.8 billion manats or 9.8 percent compared to the actual execution of 2025.
Consolidated budget revenues are projected at 47 billion 608.8 million manats, and expenditures at 50 billion 386.7 million manats. These indicators once again demonstrate the scale of Azerbaijan's financial capabilities.
When preparing the 2027 budget, the average annual price of a barrel of oil was taken as 65 dollars. It is expected that 60.5 percent or 23.754 billion manats of state budget revenues will be formed from the non-oil and gas sector, and 39.5 percent or 15.48 billion manats from the oil and gas sector. This indicates that the non-oil sector is becoming one of the main sources of budget revenues.
Next year, a transfer of 11.9 billion manats from the State Oil Fund to the state budget is envisaged. The average annual exchange rate of the dollar is projected to be at the level of 1.70 manats.
8.8 billion manats for defense and security
In the 2027 budget, special attention is paid to ensuring Azerbaijan's defense and national security.
According to preliminary indicators, defense and national security expenditures will be 8 billion 816.4 million manats. This is 98.6 million manats or 1.1 percent more than the approved forecast for 2026.
These funds cover the financing of various areas in the field of defense and security. The final and more detailed breakdown of the budget may be announced at a later stage.
In 2027, 8.891 billion manats are projected to be allocated from the state budget for economic activity, 5.506 billion manats for general public services, 5.098 billion manats for education, and 4.916 billion manats for social protection and social security.
The Azerbaijani economy is expected to grow by approximately 3 percent next year, and GDP to reach 141 billion manats.
It should be noted that the announced figures are still preliminary indicators. The budget project may be clarified by the end of the year depending on oil prices, export revenues, and the state of public finances.
