The Chamber of Accounts has revealed deficiencies in financial accounting and payments at the State Customs Committee (SCC).
Modern.az reports that the Chamber audited the use of state funds and property at the SCC. The audit covered the years 2023–2025.
It was noted that during this period, revenues amounted to 240.7 million manats, and expenditures to 238.8 million manats. In 2023, expenditures from extra-budgetary funds amounted to 68.5 million manats. This amount was formed by reducing some expenses (5.7 million manats) and increasing other expenses (37.8 million manats).
During the audit, it was determined that 24.6 thousand manats, which should have been directed to the state budget, were kept in the account of the "Azerterminalkompleks" Association.
Administrative fines were not fully accounted for, and in some cases, the calculation and payment of customs duties to the budget were not ensured. At the same time, unemployment insurance premiums amounting to 602.3 thousand manats were not withheld and transferred to the budget.
The audit showed that customs procedures for some goods were not completed, and therefore customs duties were not calculated.
Funds amounting to 17.9 million manats for the construction of a new administrative building were not fully reflected in the financial documents. The prices of works in some contracts for the construction of the building were increased. Problems were also found in the accounting system. For example, data was not fully entered into the software, and inventory of assets was not carried out on time. Also, the movement of funds in some accounts of the Committee was not reflected in the financial documents. In addition, expenses related to future periods amounting to 746.9 thousand manats were not correctly accounted for.
The Chamber added that some financial indicators for 2023 were also not correctly shown in the reports.
Based on the audit results, 966.1 thousand manats were returned to the state budget, 828.2 thousand manats were restored in kind, and nearly 3.2 million manats were included in financial accounting.(APA)
