After the completion of the specialization selection stage for higher education institutions, the passing scores formed for individual specializations have also been announced. In law, one of the areas where the highest competition was observed in the III specialization group, a different dynamic was recorded across universities this year.

Modern.az website compared the passing scores for the law specialization for the 2025-2026 and 2026-2027 academic years.

The comparison shows that out of 12 programs available in both years, the passing score decreased in 7 and increased in 5. The largest decrease was recorded at ADA University, and the largest increase was at Karabakh University.

At Baku State University, the passing score for the full-time law program was 621.7 in the 2025-2026 academic year, while it decreased to 608.9 in the 2026-2027 academic year. Thus, a decrease of 12.8 points occurred within one year.

In the part-time education form, the opposite dynamic was observed. The passing score increased from 566.2 to 571.5, an increase of 5.3 points.

A decrease was also recorded in the law program taught in English. The passing score, which was 664.5 in 2025, decreased to 657.4 in 2026. The difference was 7.1 points.

Among the law programs included in the comparison for the 2026-2027 academic year, the highest passing score was formed in BSU's English-taught program - 657.4 points.

At the Academy of Public Administration under the President of the Republic of Azerbaijan, the passing score for law was 655.4 in the 2025-2026 academic year. In the 2026-2027 academic year, this indicator decreased to 636.5. The decrease is 18.9 points.

A more significant change was recorded at ADA University. The passing score in the English-taught law program decreased from 633.6 to 602.9. A decrease of 30.7 points is the largest decline among the programs included in the comparison.

At the National Aviation Academy, the passing score for the full-time law program was 602.9 in 2025, while it decreased to 586.4 in 2026. The decrease was 16.5 points.

In the part-time education form, the passing score increased from 561.2 to 564.8. An increase of 3.6 points was recorded here.

In the English-taught law program, the indicator decreased from 618.5 to 605.8. The passing score decreased by 12.7 points.

A decrease was also observed at the Academy of the State Customs Committee. The passing score for law was 607.9 in the 2025-2026 academic year, while it was 587 points in the 2026-2027 academic year. Within one year, the passing score decreased by 20.9 points.

At Nakhchivan State University, the indicators changed in the direction of increase. The passing score for the full-time law program increased from 577.1 to 577.2. The increase was only 0.1 points.

A more noticeable increase was recorded in the part-time education form. The passing score, which was 547.2 in the 2025-2026 academic year, reached 556.3 in the 2026-2027 academic year. Thus, the passing score increased by 9.1 points.

At Nakhchivan State University, the passing score for the English-taught law program in the 2026-2027 academic year was 614 points. Since the indicator for the same program for the 2025-2026 academic year was not presented, an annual comparison was not made in this direction.

An increase in the passing score for law was recorded at Karabakh University. The indicator, which was 590.8 in the 2025-2026 academic year, increased to 600.8 in the 2026-2027 academic year. An increase of 10 points is the highest indicator among the programs included in the comparison.

At the university, the passing score for the English-taught law program for the 2026-2027 academic year was 600.1. Since there was no comparative indicator for the previous year, this program was not included in the increase-decrease calculation.

Thus, a comparison of the results of two years shows that the most significant decrease in law in the 2026-2027 academic year was recorded at ADA University - 30.7 points. The subsequent places were taken by the Academy of the State Customs Committee with 20.9 points, the Academy of Public Administration with 18.9 points, the full-time program of the National Aviation Academy with 16.5 points, and the full-time program of BSU with a decrease of 12.8 points.

Among the programs where an increase was recorded, Karabakh University is in the first place with 10 points. The passing score increased by 9.1 points in the part-time program of Nakhchivan State University, by 5.3 points in the part-time program of BSU, by 3.6 points in the part-time program of the National Aviation Academy, and by 0.1 points in the full-time program of NDU.

One of the notable points is that while passing scores decreased in most full-time and English-taught programs, an increase was recorded in all compared part-time law programs.

Among the indicators presented for the 2026-2027 academic year, the highest passing score was in BSU's English-taught law program - 657.4, followed by the Academy of Public Administration with 636.5, Nakhchivan State University's English-taught program with 614, and BSU's full-time law program with 608.9 points.

It should be noted that although a decrease was recorded in a number of full-time and English-taught programs with high passing scores in 2026, an increase was observed in part-time education forms and at Karabakh University.
