"Sea Breeze" in Central Asia - Azerbaijani brand conquers new countries

President Ilham Aliyev's next visit to Kyrgyzstan coincides with a period of rapid expansion of Baku-Bishkek relations. The President of Azerbaijan will participate in the meeting of the Council of Heads of State of the Shanghai Cooperation Organization and the "SCO+" summit to be held in Bishkek on September 1. Uzbekistan's President Shavkat Mirziyoyev is also expected to attend the meeting.

However, the picture formed against the background of the visit is not limited to the political agenda. In the last year, the economic pillars of Azerbaijan-Kyrgyzstan relations have also strengthened significantly. In July, an agreement on allied relations between the two countries was signed, it was decided to increase the authorized capital of the Azerbaijan-Kyrgyzstan Development Fund from 100 million dollars to 200 million dollars, and "Baku Resort & Spa" built by Azerbaijan on the shore of Issyk-Kul was put into operation.

Now another direction is added to this economic picture. The "Sea Breeze" model formed in Azerbaijan has also become a subject of discussion in Kyrgyzstan.

The striking aspect of the issue is not the entry of Azerbaijani capital into Central Asia. This process is no longer new. What is different is that commercial names, urban planning approaches, and business models created in Azerbaijan are also beginning to be transferred to the foreign market. "Sea Breeze" is one of the clearest examples of this change.

The line starting from Issyk-Kul

After the visit of Emin Agalarov, head of "Agalarov Development" and creator of the "Sea Breeze" concept, to Kyrgyzstan and his meeting with President Sadyr Japarov, the joint business project to be carried out around Lake Issyk-Kul attracted special attention.

Issyk-Kul is one of the main tourist centers of Kyrgyzstan. "Sea Breeze" in Azerbaijan, on the other hand, is built on a broader concept than the classic resort or hotel model: residential, hotels, restaurants, recreation and entertainment facilities, service infrastructure, and public spaces are combined in a single area. In this regard, the emergence of the "Sea Breeze" model in Issyk-Kul indicated the possibility of a larger plan than the construction of a separate hotel.

In the initial stage, there was no final investment decision. It was more about studying the market, the area, and the suitability of the project. However, subsequent contacts showed that the Kyrgyzstan direction was not a random interest.

A view from Bishkek to the model in Baku

In July 2025, the direction of the process changed. This time, the Kyrgyz side came to Baku to see the model in Azerbaijan on site. Kanibek Tumanbayev, head of the Administration of the President of Kyrgyzstan, got acquainted with the "Sea Breeze" complex. Emin Agalarov presented to him the residential and recreational areas, villas, and the general infrastructure model of the project created on the Caspian coast.

This was an important stage in terms of the sequence of negotiations. First, Emin Agalarov went to Kyrgyzstan to assess the potential market on site, then the Kyrgyz official came to Baku to see how the proposed model worked. Thus, the initial interest moved to the stage of mutual acquaintance and evaluation of the practical capabilities of the project.

In August 2026, a second line emerged in the direction of Kyrgyzstan. On August 27, Emin Agalarov and Kyrgyz entrepreneur Beknazar Asanov discussed in Baku the possibilities of creating a large real estate and construction company project in Bishkek. The discussion is about a large multifunctional district that will combine residential, commercial, and social infrastructure, hotels, and public spaces.

However, the overall picture does not change: "Agalarov Development"'s interest in the Kyrgyz market has not ended with one project or one visit. The line starting from Issyk-Kul is already expanding to Bishkek.

Azerbaijan is already visible in Kyrgyzstan's tourism market

While negotiations are underway around "Sea Breeze", Kyrgyzstan is not a completely new investment destination for Azerbaijan. On July 31, the five-star "Baku Resort & Spa" was put into operation in the village of Kara-Oy, Issyk-Kul. Built on the basis of an investment agreement signed between the Azerbaijani government and the Cabinet of Ministers of Kyrgyzstan in 2023, the complex consists of 111 rooms and 10 cottages, and can accommodate 330 guests simultaneously.

"Baku Resort & Spa" and "Sea Breeze" cannot be presented as the same economic model. The first is an intergovernmental investment project, and the second is a private construction and real estate company brand.

But in terms of Azerbaijan's economic presence in Kyrgyzstan, these two directions complement each other. A real tourism asset created with Azerbaijani capital is already operating in Issyk-Kul. Moreover, keeping the word "Baku" in the name of the facility makes Azerbaijan's origin visible. That is, the country's participation does not remain only in the identity of the investor, but directly becomes the name of the tourism product.

The entry of "Sea Breeze" into Kyrgyzstan would be a different stage. In this case, along with Azerbaijan's geographical name, a private commercial brand created in Azerbaijan and its underlying business model would be transferred to the foreign market.

Uzbekistan is no longer a testing ground, but a ready example

The example of neighboring Uzbekistan more clearly shows in which direction the model discussed in Kyrgyzstan can develop. Here, "Sea Breeze" has already moved beyond the stage of intentions and negotiations and has become a concrete investment project. The total value of the "Sea Breeze Uzbekistan" project implemented in the Bostanlyk district of Tashkent region is 5 billion dollars, and its area is 577 hectares. In the first stage, it is planned to cover 100 hectares.

The master plan is much broader than classic resort construction. Here, in addition to hotels and beaches, residential houses, cottages, restaurants, a boulevard, recreation areas, educational, health, cultural, and sports infrastructure will be created. The goal is not to create a seasonal tourist facility, but a large residential and tourist area where it is possible to live, work, and relax all year round.

On August 23, Ilham Aliyev and Shavkat Mirziyoyev participated in the groundbreaking ceremony of "Sea Breeze Uzbekistan". The fact that construction work has already begun fundamentally distinguishes the Uzbekistan project from the discussions related to Kyrgyzstan.

In Uzbekistan, the investment volume, area, legal framework, master plan, and implementation period have already been determined.

In Kyrgyzstan, the process is still at the stage of discussing possible projects. But it is precisely the Uzbekistan experience that gives the Kyrgyzstan line another meaning. If the negotiations there also turn into concrete investments, "Sea Breeze" will no longer be an Azerbaijani brand with one foreign project, but will become regional real estate projects operating in several markets of Central Asia.

From capital export to brand export

When talking about "Sea Breeze Uzbekistan", the first figure that attracts attention is 5 billion dollars. However, from the point of view of the Azerbaijani economy, the more interesting aspect of the project is not only the size of the investment. The company can invest billions of dollars in a foreign country and build a project under a completely different name. In this case, what goes abroad is mainly capital and entrepreneurial activity.

In the example of "Sea Breeze", the brand also follows the capital. The name, concept, and design approach formed in Baku are also preserved in the new market. Even individual project elements such as "Lighthouse", "White Villas", and "White Residences" in Azerbaijan are planned to be replicated in Uzbekistan.

This is the main difference of brand export. The company does not create a new commercial identity from scratch in every new country. It tries to convert the name, reputation, and product concept it has formed in Azerbaijan into economic value in another market. This is a qualitatively different stage in the exit of Azerbaijani private capital abroad.

Not only money and investors leave the country. The business product created in the local market also begins to be sold abroad.

New economic line between Baku, Tashkent, and Bishkek

There is no official trilateral "Sea Breeze" mechanism between Azerbaijan, Kyrgyzstan, and Uzbekistan. It would also not be correct to present individual commercial projects as a political union.

However, the economic geography of the recent period shows the three countries on the same line. Azerbaijan is the starting point. "Sea Breeze" was created here and formed its business model here. Uzbekistan is the brand's first large market in Central Asia. Here, a 5 billion dollar project is already in the implementation stage.

Kyrgyzstan, on the other hand, appears as the next potential direction. The idea of "Sea Breeze" was voiced in Issyk-Kul, the Kyrgyz side studied the model in Baku on site, and the Azerbaijani developer continues negotiations on new large projects in this country. All this coincides with a period of intensifying political relations.

On July 31, Ilham Aliyev and Sadyr Japarov, as well as Shavkat Mirziyoyev, participated in the opening of "Baku Resort & Spa". On August 23, Ilham Aliyev and Shavkat Mirziyoyev attended the groundbreaking and opening ceremonies of Azerbaijani projects, including "Sea Breeze Uzbekistan", in Tashkent. On September 1, the leaders of Azerbaijan, Kyrgyzstan, and Uzbekistan will once again gather on the same multilateral platform in Bishkek.

Nevertheless, the deepening of interstate relations and the expansion of the geographical scope of Azerbaijani business in Central Asia in parallel is noteworthy. In particular, the elevation of relations with Kyrgyzstan to the level of alliance and the increase of the capital of the joint Development Fund to 200 million dollars create a broader institutional basis for economic ties.

New geography of Azerbaijani business in Central Asia

Now the main question is in what form the interest in Kyrgyzstan will turn into a commercial project.

In 2025, the idea of a "small Sea Breeze" emerged in Issyk-Kul. In 2026, a large multifunctional district project was put up for discussion in Bishkek.

The example of Uzbekistan shows that initial interest and political-economic contacts can quickly turn into a large investment project. "Sea Breeze Uzbekistan" has already moved from an idea to a government decision, from a land plot to a master plan, and from there to the construction stage.

If a similar process occurs in Kyrgyzstan, its meaning for Azerbaijan will be greater than the construction of a separate hotel, residential complex, or tourist facility. In this case, "Sea Breeze" will move beyond the framework of a local project created in Baku and become a regional commercial brand of Azerbaijani origin. Entering the Kyrgyz market after Uzbekistan can form a new geography of Azerbaijani business in Central Asia.

The main change is precisely here: in the access of Azerbaijani capital to the region, not only investment moves. Along with it, the name, concept, and business model created in Azerbaijan also cross the border. This is precisely what makes the "Sea Breeze" Central Asian line significant.
