Modern.az reports, citing local media, that the minister's resignation is directly related to the events in Iran.
Washington relies on the Navy to enforce a naval blockade of Iran, and President Donald Trump hoped this would cripple the Islamic Republic economically and force it to accept a peace deal on his terms.
Sources said that one of the reasons for the dismissal of billionaire Felan, who had no military experience before his appointment but was considered close to Trump, was the slow pace of required reforms in shipbuilding, as well as conflicts with the leaders of the Ministry of Defense.
