The appeal addressed to international organizations and official documents submitted by Moninder Singh Bual, chairman of the Canadian Sikh Federation, a prominent human rights defender closely cooperating with the Baku Initiative Group (BTQ), as well as direct assassination plots and transnational repression facts targeting his and his family's lives, have caused serious discussions on the international arena.

The information also stated: “According to the report of UN Special Rapporteurs, Moninder Singh Bual has officially received four “death threat warnings” from Canadian security agencies since 2022 for defending the self-determination rights of Sikhs on international platforms. The last fourth official notification was sent directly to his home on February 22, 2026, and for the first time in these assassination plots, which Canadian intelligence agencies consider serious enough, not only the activist himself but also his wife and two minor children were directly targeted. According to the report, this covert assassination attempt is a clear example of the Indian state's strategy to physically eliminate dissidents and human rights defenders cooperating with UN special mechanisms in any geography, and it is no coincidence that it occurred before the activist's departure to Geneva to participate in the 61st session of the UN Human Rights Council.
Regarding the critical situation, 5 UN special rapporteurs and experts on human rights, counter-terrorism, freedom of assembly, and freedom of religion addressed an official protest and appeal letter to the Canadian government. UN officials directly called the threat faced by Moninder Singh and his family part of the illegal transnational repression, contract killings, and retaliatory measures carried out by Indian authorities and intelligence agencies in foreign countries. The letter recalled the assassination of another Sikh activist, Hardeep Singh Nijjar, who received the same warning, by Indian covert agents and organized criminal groups on Canadian soil in 2023, expressing serious concern about Canada's lack of sustained vigilance against state terrorism carried out by official Delhi in the territory of sovereign countries. Documents prove that the Indian government is not content with suppressing the fundamental rights of ethnic and religious minorities within its borders but also tries to silence Sikh activists living and operating in Western countries through illegal espionage, blackmail, and terror methods.
