In 2025, the Azerbaijani economy maintained its growth rate. One of the most important aspects of economic development is that the growth was achieved through the non-oil and gas sector. This means that the non-oil and gas sector is becoming the main driver of the Azerbaijani economy. Thus, while the value added in the oil and gas sector of the economy decreased by 1.6 percent last year, it increased by 2.7 percent in the non-oil and gas sector.

The deputy noted that the growth rate of the non-oil and gas sector in industry was higher. Last year, a 5.5 percent increase was recorded in the non-oil and gas sector of industry. Despite the volatility in energy markets, the growth in the non-oil and gas sector is strengthening the sustainability of economic development. This is the result of the deepened reforms carried out under the leadership of Mr. President Ilham Aliyev. The reforms are also accelerating the process of economic diversification. In 2026, the non-oil and gas sector will form 57 percent of budget revenues and 68 percent of GDP.
“The 5th social package, implemented only last year, covered more than 3 million of our citizens, contributing to the further strengthening of the social security system in our country. An additional 1.4 billion manats have been allocated annually for the 2025 increases. This means that an additional 7.6 billion manats have been directed to packages implemented under the instruction of the President of Azerbaijan only since 2020. While the average monthly salary across the republic increased by 8.1 percent in 2024, the increase was 9.3 percent in the first 11 months of last year. The final nominal average monthly salary increase for 2025 is expected to be officially announced in early February. The initial expectation is a 9.2 percent salary increase.
This means that in the coming days, all types of pensions will be indexed and increased. The expected 9.2 percent pension increases will apply to more than 1 million 100 thousand of our citizens and will be calculated from January. This will apply to all types of labor pensions, including those receiving labor pensions for age, disability, and loss of a family breadwinner. In 2026, the average monthly pension in Azerbaijan is projected to be approximately 590 manats, while the average pension for age will reach 629 manats, which represents an increase of more than 7.9% compared to 2025.
An allocation of 17.1 billion manats from the 2026 state budget is planned for social purposes. This indicates that strengthening social protection will remain one of the main priorities in 2026 as well” – he noted.
