In 2025, the gross domestic product (GDP) of the non-oil sector in Azerbaijan reached 92.3 billion manats, accounting for 71.5 percent of the total GDP.
Modern.az reports that this was stated by Minister of Finance Sahil Babayev while answering questions from deputies regarding the draft law "On the execution of the state budget for 2025" at a plenary meeting held within the framework of the extraordinary session of the Milli Majlis.
According to the minister, this indicator represents a real increase of 2.7 percent compared to 2024.
S. Babayev stated that during the reporting period, the share of non-oil revenues in the consolidated budget increased to 55.2 percent, and the share of non-oil taxes increased to 25 percent. This means an increase of 2.8 percentage points and 2 percentage points, respectively, compared to the previous year.
He noted that the specific weight of non-oil revenues in the total inflows of the state budget has increased from 43.3 percent to 52 percent in the last five years. In the state budget for 2026, this indicator is planned to reach 57.4 percent.
The minister added that during the reporting period, the ratio of current expenditures covered by non-oil revenues was 92 percent. This indicator is 7.5 percentage points higher than the forecast and 0.2 percentage points higher than in 2024.
Sahil Babayev stated that the government's medium-term goal is to fully - 100 percent - finance current expenditures from non-oil revenues by the end of 2029.
According to the minister, the results achieved show that the development of the non-oil sector and the reduction of the state budget's dependence on oil revenues are among the main priorities of state policy. He emphasized that measures to increase non-oil sector revenues and diversify their sources are continuing, and this issue is constantly monitored.
