New requirement to be applied for imported goods at customs

A new document requirement will be applied in customs control for non-food consumer goods imported into Azerbaijan. According to the change, when goods subject to technical regulations are brought into the country, documents confirming their compliance with safety requirements must be submitted to the customs authorities.

Modern.az reports that the issue was reflected in the draft amendment to the Customs Code at today's meeting of the Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship. 

According to the project, when imported goods to which technical regulations and referenced standards are applied are cleared through customs, a certificate of conformity, a declaration of conformity or recognized foreign-origin conformity documents must be submitted. Customs authorities will have the authority to check these documents.

The change also applies to forms of customs control. Thus, during customs control, it will also be checked whether the imported goods are accompanied by the mentioned conformity documents.

The reference attached to the bill states that the purpose is to prevent the import of dangerous non-food goods into the country that do not meet the requirements of technical regulations and may pose a risk to human life, health, environment and property. In addition, the new mechanism will serve to protect the competitive environment and support local production by ensuring the application of the same rules for local and foreign products.

The project also provides for a 24-month transition period for entrepreneurs to adapt to the new requirements. It is proposed that the law apply to imported goods two years after technical regulations and referenced standards come into full force.
