The State Program for the development of agricultural, fishery, and aquaculture product production and processing sectors in Azerbaijan for 2026-2030 has been approved.
Modern.az reports that President Ilham Aliyev has signed a Decree in this regard.
According to the Decree, the Cabinet of Ministers will, within three months, based on the proposals of the Ministry of Agriculture, provide information on improving the regulatory legal framework in the field of agricultural product production and processing; and within six months, once a year, inform the President of Azerbaijan about the change of category or intended purpose of lands in the territorial units where the creation of wheat, cotton, and livestock production farms is envisaged within the framework of the State Program's implementation, as well as about the implementation of measures.
The Ministry of Agriculture must approve the list of territorial units where the creation of wheat, cotton, and livestock production farms is envisaged within three months and inform the President of Azerbaijan.
The Ministry of Economy must submit its proposals to the President of Azerbaijan within three months regarding the provision of interest subsidies through the "Azerbaijan Business Development Fund" Open Joint Stock Company for loans taken by farms in manats from credit organizations and the subsidization of the cost of investment projects.
The Ministry must also take measures for the subsidization of interest calculated on loans taken in manats by farms and suppliers applying modern technologies, having a feed base, and keeping purebred animals or fish from resident banks and non-bank credit organizations for a period of 5 years starting from 2027, as well as the cost of implemented investment projects, at the expense of the "Azerbaijan Business Development Fund" Open Joint Stock Company.
In addition, the Azerbaijan Food Safety Agency must ensure the one-time identification of existing large and small horned animals in all livestock farms across the country at the expense of the state budget, the entry of relevant data into the "Automated Food Safety" information system, and its transfer to the "Electronic Agriculture" information system.
The Azerbaijan State Water Resources Agency must take necessary measures to improve the water supply of the envisaged farms.
The monitoring and evaluation of the implementation of measures envisaged in the State Program will be carried out by the Center for Analysis of Economic Reforms and Communication based on the order of the Cabinet of Ministers.
The Ministry of Finance and the Ministry of Economy, together with the Ministry of Agriculture, must take appropriate measures to provide the necessary financial resources in the process of preparing the state budget of Azerbaijan and state investment programs each year for the purpose of financing the measures envisaged in the State Program.
