The annual report for 2026 of the prestigious "Chandler Good Government Index" (CGGI), which assesses the capability and effectiveness of governments across countries in the field of public administration, has been published.
Modern.az reports that, according to the report, which examines the public administration systems of 133 countries globally across 7 main directions and 35 indicators, 61% of countries improved their governance quality this year. This brought the global governance score to its highest level in the last 5 years. Singapore has led the ranking for the fourth consecutive year.
In the overall ranking, Singapore, Norway, Denmark, Finland, Sweden, Switzerland, Germany, Netherlands, UAE, and Luxembourg are in the top 10, respectively.
One of the countries that attracted the most attention with its indicators this year in the report was Azerbaijan. Although our country ranked 57th in the overall ranking in terms of the effectiveness of public administration, it rose to 3rd place in the world in the separate direction of "Financial Management" by collecting high scores for the criteria of efficiency of state institutions, budget discipline, and the promptness of adopted strategic decisions.

Support for people's advancement: 57th place
Robust laws and policies: 67th place
Attractive market environment: 68th place

The report also reflects the governance indicators of regional countries.
Turkey ranked 75th in the overall ranking. The country, which maintains its stable position in the region with digital public services and an attractive market environment, showed its best result in the "Global influence and reputation" column (37th place) and its weakest result in the "Support for people's advancement" category (100th place).
Russia is 3 places below Turkey in the overall ranking - in 78th place. Despite financial difficulties in recent years, the country has shown some recovery in terms of expenditure efficiency and budget discipline. Russia achieved its best result in "Global influence and reputation" (54th place) and its worst result in "Attractive market environment" (112th place).
Georgia, although ranking highest among regional countries in the overall ranking - 43rd place, could not enter the top 10 in any separate category. The country mainly ranked in the middle for the columns of transparency in state institutions and a robust legislative framework.
Armenia ranked 64th in the index. The country's best indicator was recorded in "Financial Management" (57th place), and its lowest result in "Leadership and foresight" (89th place).
