The published video states that maintaining military discipline, ensuring security, and the stability of the moral and psychological state of personnel is a general civic responsibility.
The first of these rules mentioned is that incidents occurring in some military units happen during phone conversations with family members. Recent investigations have indicated that this is related to negative information being transmitted to military personnel.
