The "Civil Contract" party is waiting for the elections to end to continue working on the text of the new Constitution.
Modern.az reports this with reference to the "Hraparak" newspaper.
According to the newspaper, the results of the elections will determine the possibility of holding a referendum, as the ruling party needs either a constitutional majority or the support of coalition partners to submit the project to a nationwide vote.
If the ruling "Civil Contract" party does not gain an absolute majority in the parliamentary elections to be held on June 7, this may put the issue of the referendum on the back burner.
It should be recalled that at the end of March 2025, Armenian Prime Minister Nikol Pashinyan announced that the Armenian authorities planned to hold a referendum on the adoption of a new Constitution in 2027. In April 2025, he stated in parliament that the new Constitution should not refer to the Declaration.
It should be noted that Azerbaijan demanded from official Yerevan to remove the claim related to the former "Nagorno-Karabakh" from the preamble of the Armenian Constitution. Official Baku rightly believes that if the Armenian Constitution does not change, it will give rise to some "revanchist forces" that may come to power in the coming years to make territorial claims against Azerbaijan again. The Constitution refers to the Declaration of Independence, which contains territorial claims against Azerbaijan, and the document declares the former "Nagorno-Karabakh" as part of Armenia.
